Becoming a courtier hypothécaire in Quebec starts with two mandatory training modules recognized by the Autorité des marchés financiers — not a single course. Here's what each module covers, which providers the AMF currently recognizes, and a provider delisting taking effect March 1, 2026.

Every Quebec mortgage broker candidate has to complete the Mortgage Brokerage Qualification Program (MBQP) — called PQCH (Programme de qualification en courtage hypothécaire) on the AMF's French-language pages — before sitting the exams that lead to a certificate. 01 · What is Quebec's Mortgage Brokerage Qualification Program?

The MBQP (PQCH in French) is the AMF's training-and-exam framework for mortgage brokerage, one of several regulated sectors — alongside insurance of persons, damage insurance, claims adjustment, financial planning, and securities — that the AMF qualifies candidates into. Two training modules are mandatory before a candidate can sit the corresponding exams, and that training “is valid for two years” from the date it's successfully completed.

That two-year clock matters because “all examinations must be valid when you begin your probationary period” — so a candidate who trains early and delays their exams risks having to retrain before they can start the supervised probationary period covered in our probationary period breakdown.

02 · What do the two mandatory training modules actually cover?

  • F-116 — Professional conduct and professional practice: the ethics and conduct module that pairs with the AMF's 16-116 exam, “Set up an ethical professional practice in compliance with the rules governing mortgage brokerage.”
  • F-611 — Mortgage brokerage: the technical module that pairs with the AMF's 16-611 exam, “Complete a mortgage brokerage transaction suited to the client's situation and needs.”

Both modules have to be completed before a candidate can register for the matching exams — there isn't a single combined course that covers both at once.

03 · Which training providers does the AMF currently recognize?

A provider delisting takes effect March 1, 2026: Académie de l'entrepreneurship québécois will no longer be recognized by the AMF as of that date, for both its in-person and online offerings. Training already completed there before the delisting remains valid for the standard two years from the completion date — but candidates who haven't started training with that provider should plan around the change.

Only Collège des professions financières is explicitly noted as offering training in English among the AMF's current recognized providers — a relevant detail for anglophone candidates choosing where to train.

04 · What training does a Responsible Officer need?

A firm's Responsible Officer (dirigeant responsable) sits a different exam — 16-117, “Set up an ethical professional practice in compliance with the rules governing the management of a mortgage brokerage firm” — and “no training is required” for it. The AMF instead points candidates to its published Guide for Responsible Officers (E-117, 2nd edition 2024, with an addendum published in June 2026) to study from directly rather than sitting a formal course.

05 · How does completing training lead to the AMF exams?

Once F-116 and F-611 are both successfully completed, the AMF requires passing the two exams tied to them — a candidate needs at least 60% on each, with a defined rewrite allowance if the first attempt doesn't clear that bar.
