MBRCC (Mortgage Broker Regulators' Council of Canada)

Definition

MBRCC, the Mortgage Broker Regulators' Council of Canada, is an inter-jurisdictional association of the provincial and territorial regulators responsible for licensing and overseeing mortgage brokers, agents, and brokerages across Canada.

What does the MBRCC actually do?

The MBRCC is a forum, not a regulator in its own right: it brings together bodies like FSRA, BCFSA, RECA, and the AMF to share information, track industry trends, and work toward more harmonized regulatory practices across provinces. It doesn't license, discipline, or collect fees from individual brokers itself.

The MBRCC's most visible project has been developing and endorsing a National Code of Conduct for mortgage broker professionals, aimed at promoting consistent standards of business conduct across jurisdictions. For a working broker, the practical takeaway is that MBRCC coordinates policy at a national level, but licensing, continuing education, and complaint handling all still run through your own provincial regulator.

How it’s used in Canada

Umbrella body, not a licensor: MBRCC coordinates among regulators like FSRA (Ontario), BCFSA (British Columbia), RECA (Alberta), and the AMF (Quebec) but does not itself license or discipline brokers.

Harmonization mandate: its stated mandate is to improve and promote harmonization of mortgage broker regulatory practices across Canada in the public interest.

National Code of Conduct: MBRCC has developed and endorsed a National Code of Conduct for mortgage broker professionals as a shared standard across jurisdictions.

Still file with your own regulator: a broker's license, continuing education, and complaint process remain governed by their home province's regulator, not the MBRCC directly.
