The Agent-to-Broker Roadmap: every rung of Ontario's licensing ladder.

Ontario's mortgage licensing path isn't four separate applications — it's one ladder, where each rung is gated by time already spent on the rung below plus an education requirement with its own completion window.

This roadmap walks the ladder in order: Level 1 entry, the upgrade to Level 2, the upgrade to mortgage broker, and the optional step into the Principal Broker role, with FSRA's own published timing and fee figures at each stage.

Rung 1. Get licensed as a Mortgage Agent Level 1

Level 1 is where every Ontario mortgage professional starts, built on FSRA-approved education completed within two years of applying. Mortgage Professionals Canada, CMBA-Ontario, REMIC, and Humber Polytechnic are FSRA's four approved providers for this stage.

Rung 2. Upgrade to Mortgage Agent Level 2

Level 1 agents can upgrade to Level 2 once they've held an active Level 1 licence for at least 12 months over the previous 24, and completed the Private Mortgages Course within the same two-year window. There's no separate FSRA fee for this upgrade if the Level 1 licence is still active. Rung 3. Build the Level 2 experience the broker upgrade requires

The broker upgrade is gated on Level 2 tenure specifically: at least 24 months of active Level 2 licensing within the previous 36. That clock only starts running once the Level 2 licence is active, not from the original Level 1 date — plan the timeline accordingly if a broker upgrade is the eventual goal.

Rung 4. Upgrade to Mortgage Broker

Once the 24-of-36-month experience requirement is met, the broker upgrade also requires completing the approved mortgage broker education program within three years before applying — a longer window than either agent-level course. Rung 5. Take on the Principal Broker role

Principal Broker isn't a separate FSRA licence — it's a supervisory role a licensed mortgage broker takes on within a brokerage, responsible for effectively supervising every broker and agent the brokerage sponsors and for the brokerage's written supervision policies.
