Agentic AI is AI put to work on a goal rather than a single reply: it plans a sequence of steps, calls tools to act on what it decides, and checks its own progress before choosing what to do next, instead of producing one response and stopping there.
Canadian institutions are already drawing this exact line, for their own reasons. The Federal Court’s notice on AI in court filings applies its disclosure duty to a system “capable of generating new content and independently creating or generating information or documents, usually based on prompts or information provided to the system” — and it says plainly that “this Notice does not apply to AI that only follows pre-set instructions, including programs such as system automation, voice recognition, or document editing”. Agentic AI sits on the creating side of that line, and goes one step further: after it decides what to generate, it acts on that decision itself — calling a tool, sending a request, updating a record — rather than handing the output to a person to act on.
Canada’s own survey data has not caught up to the word yet. StatCan’s Q2 2026 Canadian Survey on Business Conditions still counts “virtual agents or chat bots” (28.2% of AI-adopting businesses) and, separately, “Decision making systems based on AI” (13.7%) as two distinct, narrower categories. A genuinely agentic system — one that decides *and* acts across several steps — straddles both, and neither line item was built to count it precisely.
A support-inbox tool that only drafts a reply for a person to send is generative, not agentic. Make it agentic and, on a refund request under $200, it checks the order record, confirms the return window hasn’t passed, issues the refund, and marks the ticket closed — three tool calls and a decision, with nobody acting on its output in between.
