Two different geographies, both real numbers — do not merge them

Surrey itself is part of the Metro Vancouver census metropolitan area in BuildForce's and Statistics Canada's own regional groupings, not the Fraser Valley Regional District, even though the two sit next to each other geographically. Metro Vancouver's 2024 construction employment grew 6.3%. The Fraser Valley Regional District's own cities — Abbotsford-Mission and Chilliwack — are reported separately and grew faster: Abbotsford-Mission over 20%, Chilliwack 14.5%. No BuildForce or Statistics Canada figure names Surrey on its own; citing Metro Vancouver's 6.3% as “Surrey's” number, or citing Chilliwack's growth as describing Surrey, would both be the kind of geography-merging error this cluster has been built to avoid.

BC's holdback and filing structure applies the same across every city here

Whether a project sits in Surrey, Abbotsford or Chilliwack, the same provincial rule governs: the Builders Lien Act [SBC 1997] c. 45, current to 11 August 2026 requires the person primarily liable on a contract to retain 10% of the greater of the value of work actually provided or any payment made on account, under s. 4(1); that holdback expires 55 days after a certificate of completion is issued, under s. 8(1); and a claim of lien may be filed no later than 45 days after that same trigger, under s. 20. BC does not split the holdback into a separate finishing-holdback component the way Ontario does — a single 10% figure covers the whole job. Under OHSR 20.2, WorkSafeBC's Part 20, Construction, Excavation and Demolition requires written notice to WorkSafeBC at least 24 hours before work begins wherever the estimated cost of labour and materials exceeds $100,000, or where the project involves erection, alteration or demolition of a building more than 2 storeys or 6 metres high, among other structural triggers. A Surrey or Fraser Valley residential builder moving from single detached lots to multi-unit product should treat the $100,000 figure, not the building's use, as the line that determines whether notice is required.
